I can't install Rider using isolated setup file or using Resharper extension from Visual Studio 2022.

Just use the offline installer instead of the web one https://www.jetbrains.com/resharper/download/#section=offline-installer. It has everything inside, so it doesn't need the Internet to install our tools.
