@Asp, not at the moment. Refactorings and Code Cleanup are based on VS integration features, so currently it is not possible.

@ Jeannine, please open up Tools | Options | ReSharper dialog, and 'Resume' the ReSharper there. You'll be prompted to enter the License Key. Hope it helps.

@ Craiganthonyrichards, edition is selected automatically according to the License entered. So just make sure that you enter the key correctly.

In ReSharper 10 we have turned off this detection for Personal License Keys. Commercial License Keys are still detected if run simultaneously.
