I just tested this with the latest EAP (6.1.0.11493) and the vertical selection replacement works correctly for me.

The pattern for the TODO specifies a colon also. For example:// TODO: Do this.You could change the pattern to remove the colon and then it would match TODO's without a colon also.

The same issue exists with "ReSharper.ReSharper_GotoDeclaration". I had to manually set it to F12.

You could go to the ReSharper options - Code Inspection - Inspection Severity - under the HTML tab - and set all the potential code quality issues to "Do Not Show".That might work.
