I think you misunderstood.Those instructions will allow you to assign a completly new shortcut. Just assign a different key sequence and you will be fine

The extensions dialog just comes up empty when running 9.1EAP.Is this deliberate

No, just noticed the warning in the options dialogue and got really confused because the plugin on the nuget repository is the earlier build number.
