The macro described here will list ALL the shortcuts. From that one could filter out the non-R# short cuts.This R# keymaps plugin may be of interest to you.

This doesn't answer your question exactly, but we've had good success in sharing settings across the by using the "Shared across the team, per solution" setting. This creates a solution.sln.reshar...

You ought to be able to do an "Extract Superclass" against Base, and then select all members to pull up into the new base class. Your existing Base class becomes the intermediate class.

If you are already at the start or end of a block then Ctrl+} will jump you to the opposite end of the block. It's not mouse driven (which is what you asked for) but it seems to do what you want.
