Parameter hint text is shown in giga size in 2019.2 EAP

It's known issue that is going to be fixed in EAP2 build - https://youtrack.jetbrains.com/issue/RSRP-475293.

As a workaround please try adding the following line to GlobalSettingsStorage.DotSettings file in %AppData%\JetBrains\Shared\vAny:

<s:String x:Key="/Default/Environment/IntraTextAdornmentsOptions/ScaleFactor/@EntryValue">0,8</s:String>

Please note that after upgrading to EAP2, it'll be necessary to change 0,8 to 0.8 in GlobalSettingsStorage.DotSettings file.
