Turn off Smart Completion
In C# Object Initializers, Resharper shows a truncated list of parameters with the message "Use smart completion to show all".
How do I just have it show always show all without having to activate smart completion?

This behavior is by intention, list of parameters can be enormous, that's why we suggest to use smart completion in this case.
