every time a new build is published, we post a notification to the newsgroup jetbrains.resharper.eap.announcements. There are no any other traffic in this newsgroup, so if you see new messages there, this means a new build is available.
I'm using slightly different approach. I subscribed to watch changes on the download page itself (see "watch" in the upper-right corner). So when this pages it's 90% that new build is up and I get direct download link right into mailbox.
