The gutter doesn't show up to recommend the "using" addition

Most of the time in 210, now the gutter doesn't show up to recommend the "using" addition. It only shows up with "red" text saying "..... cannot be resolved". And that's pretty much it.

Do you experience this for any type name? Can you find the corresponding
type with Ctrl-N command?

Please try to expand all outlining. Does quickfix start to appear?
