[300] File Structure Window
The File Structure window no longer has Refactoring available within it.
The popup menu displays it, but it is disabled. Also related to this problem,
Ctrl-Shift-R to do the same is not available either.
I do appreciate that if I have the File Structure window open when I shut
down VS2005, it is reopened. But, if it would remain docked instead of floating,
it would be nicer still.
