If 319 is a release candiate does that mean that 2.5 will support only the read only operations for VB?

I believe that "read-only" is kind of unfortunate word :)
You absolutely can edit your VB code in VS with ReSharper and ReSharper will notice the changes you do and update its view of source code accordingly. Read-only means that there will be no refactoring, code completion, quickfixes &c in ReSharper 2.5. 2.5 will only provide search and navigation capabilities (like Go To Type, Go To Base/Inheritor, Find Usages &c).
