Unable to insert or edit Live templates

R# 5.0.1659.36
When I try to either edit or add a new live template I get nothing. I press the button within the template explorer window and nothing happens. no error, no window, no editor, no nothing. My previous templates are all listed in the template explorer window. This applies to Live templates, Surround templates and file templates. anyone have any ideas on how to get this ability back?
