There're basically two reasons why a new build doesn't get published:
1. Some of our automated tests have failed
2. There were no changes since the previous build

We send notifications only about important builds through updates channel
(ReSharper | Options | Updates), so there's no way to get notified about
each new build. Are notifications about each nightly build really necessary?

Not really.

But regularly updates pages with tabular data (as the nightly build on
confluence.jetbrains.net is) should have alternative views: RSS or Atom.
