Extract Interface finds no public members

I am trying to extract an interface from a class in a library we created.

When I select Extract Interface from the Refactor menu, the dialog opens with nothing in the Select Members area.  Pressing the All Public button does no good either.

Thinking that there were too many contained items, I've (Refactor) Moved all the contained classes and enums (rookies) to Outer Scope.  Still no go.

The Library builds fine..

What's happening here?
