[213] "Surround With" templates + "New" from the context menu

In the ReSharper Options I want to add a new template to the "Surround
With" section. If a select the "New" menu from the context menu of
either the "User Templates", "Shared Solution Templates" or "Personal
Solution Templates" the option "Template" is grayed out. However
clicking on the corresponding icon from the toolbar works. See the
screenie.
