[230] lag in start

Refactor is out of service (menu items disbled) for a long time.

But affraid is R# async starting feauture...
I am only ask for time - ~ 30 seconds is a normally?

No, that is abnormal situation.

I has reinstall buld 219.
In 219 lag duration is same...

Simply earlier i did not notice this lag, cos never tryed to use
refactoring right after opening project.
So. This lag is not critical, its background and does not block
source editing and other functions.
