Template Formatting Greyed Out
When creating a new template, the boxes in the Template Formatting section are greyed out. Then when the template gets applied there it is not formatted.
If a copy an existing template, the Template Formatting fields are available.

Hello jnapier,
We changed the behaviour a little so to enable formatting for a template
you must first specify a context (through the link button above the editing
area) which supports formatting (most of them do).
