Disappointed with "surround with..."

I want to create "surround with..." template:

const string cs$SELECTION$ = "$SELECTION$";

resharper do not fill the first $SELECTION$ chunk. Can you suggest
workaround?

This has been fixed in 2.0, so you should wait for ReSharper 2.0 to get this
working.
