"Move declarations to namespace" action optimizes using directives too much

I have the following set in options:
Image:temp.jpg (suggestion: sort the two lists so I can compare them
more easily)

When  try execute the "Move declarations to namespace X":
Image:temp2.jpg
This results in that all the using directives not being used are
removed, even those I stated I never want to be removed:
Image:temp3.jpg
