Use ReSharper to check code standards in TFS
I'd like to have ReSharper break the build are display warnings during a TFS build whne the code is checked in. Is that possible?

It's not possible to do that out of the box, however this may be achieved by creating a custom Visual Studio macros or ReSharper Plugin.
