Same problem here. The extensions are visible in Resharper on machine A (W7 Ultimate), not visible on machine B (W10 Pro). On B, it was installed recently, with 2017.2 directly. On A, it was upgraded from a 2017.1 release.

So I copied from A\AppData\Roaming\JetBrains\ReSharperPlatformVs14\v09 Nuget.config and packages.config and from A\AppData\Local\JetBrains\plugins all folders to machine B and now I can see/update the extensions.
