ctrl+"-" doesn't do anything. I am using the IntelliJ IDEA keyboard scheme if that's what's causing it.I am not doing edits when I am jumping between declarations so ctrl+shift+backspace won't help...

Note the Parameters section gets unnecessarily larger while the code Preview section stays the same size during window resizing. I can't resize either section.

Why adding a parameter to a public method is not safe? Regardless, R# should never stop the developer from doing something if it's allowable in the language.

I just found out about a setting to never show the build results and I have set it to 'Never' and the results are still showing. I added a comment to that ticket indicating that it looks like a bug...
