Mouse back-forward buttons navigation
I am aware of the option "Use ReSharper navigation history for mouse back/forward navigation" but whether On or Off, it has no effect.
I know there are various past reports about this, but I can't make it work with the current version. Is it meant to be fixed?

With the setting disabled I believe R# should have no effect on mouse back/forward navigation, or at least that was the intent. If R# still breaks mouse navigation for you, please describe your experience in https://youtrack.jetbrains.com/issue/RSRP-469556/Mouse-back-forward-buttons-navigation.
