Is Junie actually able to apply changes?

I asked Junie to identify and fix a load of CS0121 errors in my solution.

At first, it claimed there were no such errors. I told it there were over 400, and it was then able to find them.

It listed several changes that it was going to make, which looked good. I told it to apply the changes. It claimed that it had applied the changes. Nothing had changed.

No matter how I tell it to apply the changes, it says it will immediately apply the changes, then says it has applied the changes. But it never actually applies the changes!

Is this some fundamental limitation of the R# AI agent? Was it only intended to answer questions, and not actually fix the code?
