VS warns about ReSharper even when it's 'suspended'

So I'm having general VS 2019 performance issues and trying to work out just what is VS and what is R#.

One thing though, after suspending R# in Tools/Options/ReSharper Ultimate, I still get warnings about it! Even after a VS restart.

To be fair our solution is horrible. 70 projects, a single class with 45000 lines in one file and others nearly as bad. And most of the codebase is VB. But what's going on here?

Using Git source control plugin.

Just want to emphasize that performance in VS right now is almost unusable. 50-80% CPU constantly, can barely type. But trying to take R# out of the way of blame. (Also because of Covid, I've been forced to WFH using a laptop for some reason, which is slower than my desktop, but that's another story.)
