I get the above Error on any Installation on R# 9 when searching for Updates.
There is no Antivirus or Firewall creating this Problem. => Verion 2019.3.1 <=

I tried with different versions of ReSharper, but it's the same. Could it be of the latest Visual studio installation? What should I do to keep using the latest versions?

entry inHKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework
andHKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\.NETFramework
?If so, what value do you have set for it? (https://docs.microsoft.com/en-us/dotnet/framework/app-domains/how-to-disable-the-strong-name-bypass-feature)
If it's 0, then please change the value for both
AllowStrongNameBypass
to 1 (https://www.jetbrains.com/resharper/download/system_requirements.html - "The strong-name bypass feature must not be disabled").Also, do you know why your machine was configured this way ("0" set for AllowStrongNameBypass)?

This was exactly the case and after switching
AllowStrongNameBypass
to 1 everything worked again. Unfortunately, I don't remember why the machine was configured this way.Have a nice day!
