'Resharper Current line highlight' not working

I changed the colors for 'Resharper Current line highlight' option several times and it has no effect. I am using the dark theme in VS 2019 16.4.3 and R# 2019.3.1. I get the cursor and no highlight at all. This used to work and today I noticed I am missing it.

There was a 10 year old message about going to Tools->Options and hitting cancel. This doesn't do anything.

Please check that 

  • "Highlight current line" in ReSharper | Options | Environment | Editor | Appearance.
