My problem went away once my company's IT department enabled me to install the software in All Users mode with elevated privileges.
However, I should not that after installation, the ReSharper extension was installed but not enabled and the ReSharper menu was not displaying. Once, I enabled the extension and restarted the Visual Studio 2017 Enterprise IDE, I was able to see the ReSharper menu and then connect my license to the product.
Therefore, you may close this ticket. Thanks for your assistance. It is possible that the problem I was experiencing is specific to the special restrictions my IT department has placed on our virtual desktops.
