File Header in ReSharper Not Applied
I've configured a file header in ReSharper options, and I've configured Cleanup (Ctrl + E + C) to include that header. Unfortunately, in both VS 2017 and 2019, what I get on cleanup isn't the file header I set. Cleanup does, indeed, insert a header, but it has none of the information (except the file name) that I specified, the hard-coded text, or the formatting. I've checked other tools that might be stepping in, SuperCharger and GhostDoc in particular, but I can't find the header source.
I suspect this isn't a JetBrains problem, but rather something else getting in the way. Do you all have any notions of where I might look?

Could you please provide a screenshot of the corresponding options containing header text. Also please provide you dotsettings from all layers (https://www.jetbrains.com/help/resharper/Sharing_Configuration_Options.html#managing). You can share all info using 'Submit a request' form.
