Refactor greyed out/disabled VS2017 R#2019.1.2

All refactor menu items are grayed out and disabled. I have uninstalled and reinstalled twice, cleared the caches in Resharper->Options->General->Clear Cache, and manually deleted caches folder at %localappdata%\JetBrains\Transient. I also deleted all my .vs folders for each solution I've tried, and created a new solution in C# to test this.

Could you please specify your VS and ReSharper versions?

Could about other ReSharper features (intellisense, navigation, quick-fixes), do they work correctly?

Please also provide code context for which the problem is reproduced, e.g. screenshot demonstrating the problem.
