Extract method no longer available on Alt-Enter context menu in VS2017

I noticed after upgrading to VS2017 (and also upgrading ReSharper) that the "Extract method" option is no longer available on the Alt-Enter context menu.

I know that I can do Ctrl-R and M to achieve this but I use Alt-Enter to do other things (e.g. "Surround with block") so it seems logical for "Extract method" to be there as well.

Here's what I currently see when I press Alt-Enter after selecting some code.

In previous versions, "Extract method" would be here if the currently selected code was extractable.

Is there a way to reinstate this functionality?
