Most of the functions are disabled

Hello.

I have just updated to the latest Resharper version (2018.3.1), but now most of the functions and tool windows in the Resharper menu are disabled.

Here some examples:

Why happens this? What can I do get back the functions?

I use VS 2017 (Version 15.9.4).

I have reinstalled Resharper, but that had no effect, still the same problems.

Some more information about the problem.

I figured out that the cache is the problem. When I delete the cache manually then Resharper works fine, until I restart Visual Studio again.

After restart I get the same problems as described above.
