Can't accept license agreement with Resharper 2018.2.3

The 'Accept' button is always grey even if I do indeed scroll all the way down. We are running Windows8.1 with Internet Explorer 11 (fully updated) inside a VM. Antivirus is enabled (latest BitDefender). Visual Studio is Visual Studio Community. This is a very serious show-stopper for us. There isn't even a command-line utility to install the license manually (<- seriously guys pls its 2018 and the associated feature request is 6 years old at least - what the hell are your managers even thinking at this point? This is making R# look really bad for a trivial reason. Common ...).

Javascript is enabled on IE and the "Enhanced Security Mode" is disabled in the options.
