Duplicate tooltips

Last night I upgraded Visual Studio 2017 to 15.8 and Resharper to 2018.1.4

I then noticed that the tooltip is duplicated. I also noticed that the tooltip overall design has changed and looks different than before.

please see attached image.

I can confirm that this WAS NOT the case prior to the upgrade.

can you please confirm whether this is a known issue and whether a fix is on the way.
