Ctrl+Shift+Alt+Up/Down Not Working

Using Ctrl+Shift+Alt+Up/Down shows tooltip but doesn't move method. Using ReSharper 2017.3.3 in VS2017 15.6.1.
I do have ViEmu installed but I've disabled it.

Any suggestions?
