Configure settings to improve performance is always shown

I have reviewed each setting in the performane guide and either implemented the suggested performance fix, or ignored the setting.

However the notification to configure performance settings still pops up every time I open Visual Studio.

Here is a screenshot of my settings. Every item that is not set to ignore, has the same value for both "Current Value" and "Recommended".

I have seen other posts suggesting that turning every setting to Ignore will remove the notification but this does not seem correct - I would have thought that you would need at least 1 un-ignored setting that is different from the recommended setting to trigger the notification?
