loclization

I am trying to select a hard coded string and move the string to a resource file.  Everything I read leads me to believe that this should be a simple as selecting the string and (ctrl+shift+r) selecting refactor.  I never see an option to move the string.  Are there any options that I need to verify are properly setup?
