What happens if You click on ReSharper->Options->ResetShortcuts? Is the file
generated?

Yes - after "resetshortcuts" file have appeared but for some reasons all Resharper's shortcuts for "Resharper20" scheme in Options/Keyboard is empty.
I use VS 2005 and Resharper2 211

Alex,
In VS2005 we cannot setup shortcuts programmatically, the only way to
install shortcuts is to import generated file.
