Lighbulb position

I've noticed that when the code window is scrolled off to the right because
of some long lines, that the light-bulb position is such that it positions
over where the left margin of the code would be if it were being
displayed... in other words, the bulb is positions over my "Solution
Explorer" window, which unlike most people I guess, I have docked on the
LEFT side of my screen. This seems ... odd. I don't think the lightbulb
should ever appear outside of the boundries of the code text window.

And additional data point, though I can't reproduce this one... I had the
bulb appear to the RIGHT of a problem once. There seems to be some general
weirdness with bulb-positioning.
