Surround with and comments

This has been bugging me for a while, and I'm just now getting around to
mentioning it. This is present in Resharper 1.5 (VS2003)

When you have a simple line of code like this:

// commit
individual.Commit();

And you select both lines and do a Surround-With, it messes up, placing the
comment on the same line as the open braces:

try
{ // commit
individual.Commit();
}

So I always have to go back, position the cursor right before the first
slash, and then press enter to get it to be formatted correctly. It doesn't
matter what you surround with. Interestingly, it works fine if there are no
comments (i.e. just two lines of code will be formatted correctly).

try
{
// commit
individual.Commit();
}

Maybe there's some setting in the formatting section that controls this that
I've just overlooked, but while this is a tiny thing, I use surround-with
and comments enough that it's kind of annoying :)
