You should enlarge the options dialog to see this option at the bottom there. We currently have a bug with correctly determining the default size of the options dialog.

However, I see two main issues with it:
1. I'd rather expect to see a small tooltip above the currently typed text as in Visual Assist. The reason is simple: if I really need to choose something from a list, I can always invoke the normal code completion -- hitting Ctrl+Space is not a big deal. What I want from Resharper is to display a guess about the word which is currently typed so I can confirm it by pressing Enter. Certainly, the guess should depend on a context. Some sort of statistical prognosis would also be desirable. From my point of view, displaying the whole list of standard completion is too heavy and adds too much visual noise.
2. What kind of completion are you currently using for autopopup? I can't see local variables in it. Actually it makes this feature quite useless =(
It uses the basic completion. If you don't see local variables, it's a bug which must be reported to the tracker.
