[209] Implement abstract inherited members action missing

There is a known problem that lighbulb sometimes does not show up when the
code contains collapsed regions. It will be fixed soon.

Build 208 did not show a light bulb for the error when a interface
method was not implemented (suggested action : implement missing
members). That works now correct in 209.

However, it does not work when a class does not implement some of the
members of an abstract base class.
