[222] Surround With template not being saved

Maybe related to
http://www.intellij.net/tracker/resharper/viewSCR?publicId=19407 ?
I can't create/change any file template either since build 221. Same
symptoms as for you, it appears while I'm in the Options dialog, but
disappears once it's closed.
