Though I did notice some improvement, it is still not what I expect.
What I expect is that when I scroll through a file (without any collapsed regions) that all warning/error marks in the anlysis bar for warnings/errors that are visible on my editor window are to the right of the scrollbar and vice versa.
For example, if a warning is on the same height as the bottom of the scroll bar, I would expect the line of code that contains the warning to be on the bottom line of my edit window. and if a warning is on the same height as the top of the scroll bar, I would expect the line of code that contains the warning to be on the top line of my edit window.

You are right. This feature is not implemented now. We plan working on it
after release of ReSharper 2.0.
I've opened a couple of requests concering this problem in the tracker.
