I believe I only have a R# license for C#. Would this be expected behavior? I would suspect that even though I can't use R# on VB.net code it should still be able to resolve it in C# code.

Here the problem lies. If you have C# license, ReSharper ignores VB files totally. If you compile an assembly written in VB and reference it from C# project, everything will be resolved, but not in the case when VB sources are to be processed by ReSharper.

2) Does it happen for all types from App_Code?
3) Is the problem repeatable on any website?
