R# Suggest References uses wrong DLL location

When using R# to suggest references frequently I am seeing that I need to manually remove and fix the reference that instead of adding it from my Library folder of the project heirarchy that it will randomly select
a copy of the DLL from a debug folder of a different project.

Is there any way to push R# to only suggest from a library folder or some other means to not have it ever import a DLL from a debug/release folder?
