I have R# 3.0 RC2 with ReSharper 2.x shortcuts (ReSharper > Options > General) and Alt+F7 works. If I go to ReSharper > Search > Find Usages I even see the shortcut on the right side of the menu item.

Did you select VS shortcut scheme?
If so, it is standard VS shortcut for reference search, Shift-F12.
