I am using build 1577. I also tried 1599. The screen cast shows VS's rename works but not R#'s which is disabled.

I'm afraid the Rename refactoring is no longer available on selection. In fact, you don't need to select a variable in order to rename it, just place the caret on the variable name. Thank you!
