Can't submit exceptions to JIRA from R#5

When I get an exception in R#5 and try to send it anonmously, I get 'can't login error'.
When I try to use what I think are my credentials, I get 'can't log in error'.

When I try to sign up, I get a 404 error page at http://www.jetbrains.net/jira/secure/Signup!default.jspa.

Nothing is working for me.
