Having trouble disabling auto-quote insertion for style & class

I can't seem to disable auto-quote insertion for VS2008 9.0.21022.8 and Resharper 4.5.1289.0.  Whenver I type this (for example):

    <div ""

Then when I backspace over it to try to correct it, VS removes two quotation marks.

In VS I have deselected Options->TextEditor->Format->"Insert attribute value quotes when typing" and "Insert attribute value quotes when formatting".

in Resharper I have Options->Environment->Editor->"Auto-insert pair brackets, parentheses and quotes" turned off too.

It appears to only happen with the style, class and cssclass attributes.  Any idea what's causing this?
